
State Revolving Fund
The State Revolving Fund (SRF) provides the lowest cost funds for drinking water and wastewater facilities in Iowa. The U.S. Environmental Protection Agency (EPA) annually administers capitalization grants to states that allow for low-interest loans to help communities affordably build or update clean water facilities. This saves money on citizens' water and sewer bills.
The Iowa Finance Authority and the Iowa Department of Natural Resources jointly administer the State Revolving Fund, which is annually funded by EPA capitalization grants, by proceeds of bonds IFA issues and by loan repayments from participating public and private water systems.
